The LSSICE has been created as a result of the extraordinary expansion in telecommunication networks, in particular the Internet as a vehicle for transmitting and exchanging information.
The Internet and new technologies create uncertainties for individuals concerned about the use of their private information. It has been necessary for governments to establish a suitable legal framework to generate the necessary confidence for users.
